Well as they say below simple physic’s. I say number one. for the following reason. The water coming out of the tap is coming out with about 65 psi because it is forced out by thousand gallons of water stored in water towers high in the hills and on roofs but by the time it gets to the first glass it is now coming out at the speed that gravity will cause it to flow it is no longer forced out by weight of thousands gallons of water above it. Therefore the first glass will fill and spill out before the others fill up.
4, because when the 3rd is filling, the water in direction of the 4th go up in the same time with the same level, and then each cl of water which come in the 3rd will push water in the 4th, and this until the 4th is filled.
And so when the 4th is filled, water from 2nd will filled the 3rd etc ( sorry if my English is bad I’m French 😅 )
At what rate is the water filling tank 1, is it fast flowing or slow? How wide are the diameter of the pipes – they don’t look that wide so I doubt they would serve to empty water out of tank 1 faster than the flow of water.
3 fills first then overflows into 4, as the water in 3 has to push up the tubing to reach 4.
1 and 2 have good venting so 1 will not fill, neither will 2.

3, water can’t flow up hill so 4 can only fill as 3 is filling
#3 will be first because the level going into #4 is as high as the level coming into #3
